Broken upgrade system

Hi,
for a long while now i've had many items that are XIV, that show me I can upgrade them to the next quality; mainly ultra rare and epic.
The system will let you upgrade but will break the item or bug out if you try to anyway and charge you for the upgrade with no change at all.
So, my XIV ultra rare items can't be upgraded to XIV epic, as it shows the stats lowered and a bunch of (??????) at the top.
As of today, my items that are lower and need upgrading, show the new possible stats with no change what so ever.
If you are spending dilithium on upgrading you expect it to work. I thought the whole point was, if you don't raise the quality to epic before
XIV by chance alone, you can keep upgrading instead, not, yes it will upgrade but it will be worse or broken?
Will this be fixed in the XV quality cap raise??
