There is bug preventing some bridge officer abilities activating.
Emergency power to Shields will not activate for either under any condition such as 75% shields.
When this happens, other abilities won't activate like engineering team.
If I swap one engineering boff for another engineer with the same abilities then it starts to work but all my tactical boffs on the wheel get greyed out..
Only seen this issue on my tactical command battle cruiser.
