Danube Tractor Beam Does Not Work, Now on Two Different PS4 Accounts

The Danube Runabout comes with a built in tractor beam function. For clarity, because some of the folks at support suggested otherwise, the tractor beam *comes* with the Danube, and has nothing to do with the Boff piloting it. On my account I have two toons, April & Avril. April (Human Fed) bought the Danube Summer 2017 and the tractor beam works just fine. Avril (Romulan Fed) bought hers in December 2017 and has never worked. Until recently, I thought this was a bug inherent to the Avril toon because the toon has been buggy in several other areas as well (items disappearing, certain menus not working, etc) however, my roommate (Human Fed) also bought the Danube (sometime in 2018) and we realized last week that his Danube tractor beam is missing also.
