I stuck them on my level 30 Subcommander Remen's Dacoit FDC, it looks cool and at this stage on this character I'm not worried about sets.
Battle tested them during missions and in the new Imperial Romulan que and they are awesome, I don't find they effect turn rate at critical times like combat to be aproblem, but they hace great visuals, and I love the extra speed at full impulse.

I have noticed they hamper my turn rate some when I'm using dual heavy cannons, but otherwise I am LOVING the extra speed.
Don't let them promote you. Don't let them transfer you. Don't let them do anything that takes you off the bridge of that ship, because while you're there... you can make a difference.
