Costume Capes - Torso Bulk - Visual Bug

i found my female characters who have the Torso Bulk set to minimum have a visual bug when a cape is being used.. this applies for all capes from klingon honor guard, to the new colony costume cape, even the new competitive costume cape. the problem can be demonstrated by setting torso bulk to minimum, and disappears when the setting goes up to about 50% of maximum.

This bug has been present for a long time, it was only now i decided to investigate what was causing it.
