I have a new idea for the Fleet Bank. Namely to add the ability to write down text in the Fleet Bank page. It's useful for the Fleet leaders if they want to set up rules/guidelines in the bank. Otherwise they have to put it in the daily message or the info tab of the fleet. And I believe the information would be more useful if it's put in a place would look for bank guidelines.
What do you think about this idea?

Bear in mind that the Titles you can apply to each tab sort of allow you to do that. But, don't forget, all this information is stored in Cryptic's server's too, so it would require altering the DB to allow for an extra field. You can easily set the rules in each of the holdings header's already without Cryptic having to mess around with the DB, and you can also refer each player to the Settings tab where you set those rules. So what you propose really is not necessary.

Welcome to the forums! It's not that it can't be done, it's that it is not necessary so it belongs far down on the to-do list.
Cryptic developers have only so many hours in the day to work on new features and bug fixes. I don't work for them, but I am a lead developer at a software company and my list of tickets is usually well over 20 items. They are listed in the order that they need to be done, and sometimes a "nice to have" change can stay at the bottom of the list for months or even years.
I do close tickets, but new ones appear and they are more important.
This shouldn't discourage you from making suggestions, at least not once you've read this thread:
