Bought the above item out of the Federation exchange for 40 Million EC.
I was able to open it on a Federation Character, unfrotuantly as the Item Blocking did not work correctly i'm now 40 Million EC out of pocket.
Please see support ticket # 180309-000792 for further details, but i will expect a full refund of 40,000,000 EC
