Broken chat (fleet, zone, armada)??

This one is hard to prove, but several members across zones, fleets, and armada, claim to be experiencing chat message drops where what is sent doesn't go out to everyone. These 'dropped messages' are creating gaps in chat conversations and a lot of "did you get/see that (message)?" type fleet chats. PM don't seem to be impacted as far as we can tell. Help! STO/XBOX
