Unable to access paid-for C-Store content

Would anyone be able to explain why my Klingon Lvl46 Major-General is unable to claim either the Mat'Ha Raptor or the Mogh Cruiser despite both having been bought? It keeps telling me that my character cannot use the item. Why not?! The character is a Klingon of the requisite seniority, and both are showing at the Ship Merchant as costing 0 credits.

They are both Leuitenant General ships so you need level 50 first.
