New Duty Officers X2 accolade not unlocking

I was trying to get the New Duty Officers X2 accolade.

I had not only maxed my roster to the point of overflow but went to Ferra at the academy and still is a no unlock. I had even bought an officer from him on previous occasions!


I reported it ingame and the game master sent me here. Ticket Reference # 180129-001235

    All my Characters have that as incomplete and I found no way to do it. It has been like that for years. In fact I have never seen that one work at all.
