It has been this way for a long time. Not really a big deal to me since it is not game breaking and I would mostly be focused on playing the mini-game anyway.
Everyone has their own opinion regarding if a particular bug is "game breaking" or not. I suppose it depends on how annoyed they are with the bug. As stated, to me it is not game breaking since I am focused on the mini-game itself. I recall someone who stated he (or she) didn't mind that the animation was broken because he found the drill sound to be annoying.
On the other hand, if all energy weapons and torpedo attacks suddenly became invisible (the weapons still fire and do damage, but there no visual effects at all), then that is a major bug and would be extremely annoying to just about every single player.
There lots of things in STO that needs fixing. Not just the drill mining. Cryptic only has so many people assigned to fixing bugs that they need to prioritize what bugs to tackle first. Sure, the mining drill animation has been an issue for quite sometime. I assume it has probably 2 years (could be more or less), but I do not mine Dil very often even during Double Dil Weekends.
One can only assume that there has been and currently are many other bugs that the "bug squashing" team deem to be more important to fix. I am pretty sure STO is not the only MMO that has been around for 8 or so years which still has bugs which are several years old.

why do u peaste ur opinion of it as non gamebrakign in at all? u thin kit doesnt require fixing?
