While I do like Cryptic's innovation using this already available resource, Fleets, to allow players to gain in-game item(s)/service(s) hopefully that will be expanded upon in the future really good in traditional Cryptic fashion the cost is inflated tremendously.
Even with the rise in Exchange prices that Cryptic knew possible with re-engineering 2018 will probably be a year of inflation for many STO resources beyond the normal rate.
5 ship modules does not = Free. Especially considering the ENORMOUS dilithium and time cost to build the colony in the first place - probably the most expensive ship ever.
Besides the ship looks terrible, there were far better designs that almost won the Lukari ship contest that could have been used.
As other have said, "I'll pass" which make me sad - I was really looking forward to this 'reward'.
I'm surprised that anyone would think "access to x" means "free x" for fleet holdings. Every other "access to" (weapons, armor, cores, kit modules, boffs, doffs, etc.) listed for fleet holding tier completion requires spending fleet credits and dil.
When level 3 gives you "access to" elite fleet beams, you don't get a free set of 8 beams for your cruiser. Or free elite hangar pets.

It will be a unique and rare ship that will restart the process of selling Fleet ships when it finally comes out in a few months, but it certainly is not free. Except that the price might be comparable to buying a Lockbox ship or Promo ship instead of only costing about 30 million or whatever Fleet ships sold for years ago. So unless you belong to a Fleet with a Tier 5 Colony and want to get it ASAP, then in addition to the 20,000 Fleet Credits and 5 Fleet Ship Modules, it will cost a ton of EC.

But I must admit, I would understand if they moved all ship sales to single, per-character items. After all, the servers need to be kept running, and the devs need (and deserve) a raise now and then.
This would probably convince a lot of folks to stop playing, or at least to stop paying for C-store ships, so I don't know how much financial sense it would make. This strikes me as a last ditch move before the servers shut down forever.

Well I think you could see the ship itself as free outside of a grind, as you can buy the fleet consoles in the exchange, and so there is no real life cost unless you choose to buy them via the c-store.

It would be free for me, using free to mean "no real world money spent" since I would purchase the FSMs using EC (made without rl money being spent). I've already done this three times recently to obtain Fleet Advanced Light Cruisers on 3 characters without purchasing the c-store ships. Welcome to 5 and a half years ago. They've been selling individual character ships for the price of C-Store ships since fleet holdings started. There were quite a few Fleet ships that had no T5 C-Store counterpart that unlocked a module discount even then.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.

There are several ships that have Fleet versions and no C-Store version. The Obelisk carrier, the Chimera, Ambassador, this is nothing different.
I stand corrected in that the ambassador is a event ship for the t5 and the Chimera is a veteran ship, (obeleisk is now avaialbe when you level) but this is different. this is you cannot get ANY version withotu joining a fleet. and to be brutally honest i hope the ship sucks witht he worst stat/console/boff seating ever.

Not on NoPPS it won't.
That is assuming that NoPPS will be the first Fleets to get it and ruin it for the greedy Fleets. Then there is the problem that NoPPS have their restrictions to when Fleet Ships are available. So some might just bite the bullet and get it from one of those greedy Fleets instead of waiting for NoPPS.

Your sentiment is just like the same bull used in arguments to remove unique rewards in raiding content, since players don't want to deal with things that come with doing that kind of content.

I'm all for them making money and have no issues buying Zen store ships. No issues buying fleet modules even to unlock the fleet versions of them. 5 Fleet mods for a fleet version of a ship you don't own... is fine with me and sounds right. Yes give people incentive to actually buy ships.... or give people that did a discount how ever you wanna look at that its logical.
However... congrats your fleet just spent what $1000 or so in precious resources. (and yes the fleets that are there are there already either have so many members they don't even all know each other... or people actually drove the zen exchange with $$$) So as a reward... here we'll give you the ability to pay full (no thanks for your support) money for a ship.

After the grind of the colony... at the very least this ship unlock should cost no more what they charge people for fleet ships who have supported them by purchasing the ship from the zen store. Well it is for everyone. Since anyone can join a fleet that has access to it can get one, just because you detest fleets does not change that anyone can get it.

Then just gloss over the old adage, "Time is money". To me it is all about my perceived value & whether I think it is worth it, & this being a per character & not reclaimable for it's current cost not for me, but hope those of you that buy it enjoy it.

I know of one fleet on NoPPS that has already started their final upgrades on the colony. I am also not aware of this "restriction to when fleet ships are available" you speak of. I have been on NoPPS for years and have gotten many fleet ships from various fleets generosity. I have done this at no particular time of day nor any particular day of the week. The only "restriction" I know of is that the person doing the invites from a given fleet might not be online.
How is it possible for a Fleet to have started their final upgrades on the colony when it requires 250,000 XP to get to Tier 5? If you mean they have started the long and arduous journey of getting from Tier 4 to Tier 5, then it is understandable. To get one of these Fleet ships, then there needs to be enough Ship provisions in the NoPPS Fleet. There have been numerous times that these Fleets didn't have enough Ship provisions in their Fleet or not enough room to temporary invite someone to give people access to buy the ship. Giving access to a Fleet ship is far more difficult for the NoPPS Fleet than getting the other Fleet equipment. After all, they have to make sure that there is room in the Fleet for someone to temporarily join the Fleet, make sure that there is enough Ship provisions are available, and remember to kick out the person so that the next person can get a ship. If they have a full and active fleet, then there is no room to invite temporary fleet members to obtain the ship.
I really know a lot of players in game and this place here in STO forums seems to be the only one where peeps turn up from time to time that are actually “happy” with the colony fleet holding as such. For all the rest it is a really bad release. No matter if you try to motivate peeps for the tedious colony sim or if you open your wallet to pay the 60-80 mil Dil it will take most fleets to get there. Dranur is a bad addition to STO and the ship you get now a bad joke on top of it. Nothing more.
I have no problem with saying thank you for good stuff but for this a TRIBBLE is already too much recognition.
