Low FPS on a RX 470 with Athlon x4 880k (updated with issue found and sorted)

Why oh Why am i getting a flat 17fps on my MSI Radeon RX 470 4gb when i got a flat 60 fps on my Gigabyte Radeon R7 250 2gb in the exact same system 16 months ago? what changed in that time that runs very low FPS, is this a AMD thing vs Nvidia or something?

Note: hardware compatability/bad PCI-e 3.0 16x with STO was casuing the PCI-e slot to drop from 3.0 to 1.1 which basically told the GPU to run on 2 cylinders instead of all 8!

    There is something TRIBBLE going on under the hood with STO optimisation..Cause after S14 I have taken major fps hits in certain sections of the game..I just gave my cousin my old rig and am gonna be building a new one in april may with the new ryzen5/radeon 2400G apus and a GTX 1060 or if something better crops around from the ati side..

    Did you uninstall the graphic driver and then install the latest version?

    I did remove the most recent drivers for the RX 470 and did a clean up with a tool called "Display Driver Uninstaller" which you use in windows safe mode that gives your PC a "Spring Cleaning" of any left over past and present drivers then I restarted and did a fresh install of the newest Radeon driver instead of a beta which i used before and still get the same ol 17fps thing. The sad thing is though my brother plays STO with a MSI Geforce 760 2gb card and a Intel I5 4460 and pulls over 110 fps and when he put my Radeon RX 470 in his rig he was pulling 140 fps with v-sync off so i know it is NOT the GPUs, his Geforce 760 in my machine gives me the exact 17fps as i get with the RX 470 so i am thinking it is a AMD vs Intel CPU issue. It is annoying as hell because many other games i get 60 to 120 fps and are smooth as butter and STO is 8+- years old and runs like TRIBBLE, a straight up slide show. I would be really pissed off if i fired up my old Phenom II x4 805, 8 DDR3 1333 mhz with a Radeon R7 250 2gb and STO runs smooth as butter, shhh i would be beyond pissed off.

    Are you having the same issue in any other games? If not, then try to reinstall the game.

    If you are having the same problem with other games, then there could be an issue with your motherboard; specifically the PCIe slot. Either that or there is some type of issue with Windows that causing the issue. Did this happen after some type of Windows update?

    Perhaps you should do a complete reinstall of Windows. If you have Windows 10, the you should down load the media creation tool in the following and use it to create a bootable image for either a USB drive or DVD. It should install Windows 10 as of the Fall Creators Update (November 2017) which you save you a lot of time compared to installing an earlier version of Win 10 which would require a lot of updates.

    If you have the same problem after doing a fresh install of Windows 10, then that means you have one of two problems:

    1 - Your motherboard has a hardware issue with the PCIe slot.
    2 - The integrated PCIe controller in your Athlon x4 880k is defective.

    I have been busy swapping parts around from my PC to my parents PC to narrow down what a possible cause is to get closer to a possible fix i hope, i changed out my Athlon x4 880k 4.0/4.2ghz for the A10-7850k 3.7/3.9ghz, Panram Ninja 16gb DDR3 1600/2133mhz for thr G.Skill Ripjaw 16gb DDR3 2133/2400mhz, MSI Radeon RX470 4gb for MSI Geforce GTX 760 2gb and the motherboards are basically the same chipsets just different brand names. https://1drv.ms/i/s!AsP8z9SW6nb7tE21D6luBa2Fuu6c and https://1drv.ms/i/s!AsP8z9SW6nb7tFN397OgvpJL_bcV two machines with directX 11 the 17 fps one is the problem, does the graphics look wierd?

    I honestly dont know if bad optimisations is the culprit, anyhow i am still trying to get things working and i know that STO is DirectX 11 only (as March 2017) and my machine had no issues running the Dx9, Dx 9ex and Dx11 and when the blocky black box issue was sorted which i used to play on my Radeon R7 250 card prior to my Radeon RX 470 (Jan 2017) the game was smooth as butter but not it is totally unplayable at 17fps no matter what i do and it irks me something awfull, i know my machine is more then capable and i even posted screens running the game on 2009 hardware at 30+fps and 2016 hardware at 17+fps so whats up?

    I seem to have sorted my issue of extremely low FPS (Slide Show & unplayable) on my MSI Radeon RX 470 which is more then capable of running STO and it apperas to not be my graphics card at all but my ASRock A88M-G/3.1 motherboard with a hardware compatability/bad PCI-e 3.0 16x slot that i noticed was dropiing from 3.0 to 1.1 on certain games STO being one of them, the issue was 17fps no matter what graphics settings or screen resolution it was a flat out 17 fps, load up fallout 4 and run at 60fps with High/Ultra 1080p and many other games run fine but some had the same issue and i dusted off my Asus A88x-Pro motherboard and been running good so far, STO being a cross platform game can't be taimed to run on all hardware even if the chipsets are the same that is what i think.
