Eppoh Race Fast and the Flurrious, 2nd race doesn't work

so after completing the first eppoh race when i go back to the starting line it doesn't let me join the second race, i've seen others have no problem with this as i see people i previously just raced join the second one with no problems. wondering if this is just me or a widespread bug.
