Problem activating emergency power abilities

Neither EPTW or EPTS would activate on any setting 'whenever possible, 10 seconds after combat etc.
After switching around boffs and unequipping traits, EPTW now works.

Only affecting my tactical command battle cruiser.

When EPTW activates, nothing happens to the other EPT ability. It should trigger shared cooldown.
Also tried slotting EPTE but doesn't work.

Works fine with just one EPT ability.
Having two different EPT abilities on the same or different doffs -
Neither EPT ability will work, or only 1 will work depending on configuration
Wanting to buy a cstore ship for trait that needs ept to be working properly
