When you actually manage to find it/purchase is (for free) in the PSN Store (if you are a PS+ member, as it is PS+ exclusive) - it is nowhere in the game to be found/claimed. All prerequisites are met but it is nowhere to be found. Reported by many players.

    Im having this same issue too, only reason i jnew there was a free ship wad dye to people on chat asking if anyone git it working, i am a plus subscriber and im in the uk

    Probably not to many even know how to get it... anyways yeah I got this issue also..
