Can't start Unsavory Actions

Hello all,
I'm having a problem and I hoped that somebody could help.
I cannot access Tier 4 Dyson Sphere projects - only Tier 1 to 3 equipment requisitions - because the mission Unsavory Actions has yet to appear in my log. I've gone to Joint Command and tried to access the cutscene anyway but to no avail. Am I missing something, or is this a bug?
EDIT: Nevermind. The mission doesn't start until after you upgrade. I've been away from the game for nearly 4 years.
