Look, the game has plenty of issues. More PvP will not fix anything. In fact it'll just draw attention to all of STO's flaws.
"Wait, I got that guy down to zero health, why is he still alive!?"
"These placates are BS! I just got placated 3 times in a row."
"How the hell did those cannons just rip through my hull when my shields were fully up!?"

"Why can't I scratch this escorts hull."
"What, another "oh S**t" console? How many does this guy have!?"
"How the hell do they move so fast."

The powercreep in this game is mind blowingly insane and the fact that most PvPers use the Zahl trait really puts non-uber-grinders at a huge disadvantage. That "nerf" that sent people into a rage barely scratched the surface (though it was an improvement, now we can't be one shot by a single temporal ability).
It's not like back when the game was first released. Back then the most overpowered gear was 2x Borg set (each gained from a single run of an STF) and a covariant cap x3 shield and that was it. Oh and the assimilated console, which you got for free from the Assimilated mission. You could be ready for top tier PvP in a few days with no money spent except for the subscription.
And that PvP was fun and accessible. It was PACKED full of players. Hell, it even felt like Trek.
It's just one big point and click UI mess, Star Citizen will be the real space Sim.
*IF* it's ever finished. That said, what I've played so far has a very real Trek feeling. You feel like you're exploring and are rewarded for it and the multicrew can be really good fun.
I'd argue the opposite. STO is a theme park MMO with a Star Trek skin.
Lots of story arcs for the excuse of the latest 5 second war, usually against a technologically advanced foe. There is no way in hell my Fed cruiser should be able to go toe to toe with a Borg cube... let alone three at the same time. Or Voth, Undine, Iconian, 31st century time ships etc.
The story tells you one thing, but the gameplay says "ignore the story, they don't stand a chance against you."
I can't blame the developers. They really didn't have much choice in the direction they took STO if they were to keep it going.
Yes, I distinctly remember how Kirk fought in about five wars and every Next Generation episode involved Picard beaming down with a 4 man away team, killing 50 of whatever alien they were up against this week and then killing the Super Alien.
Although you're probably on point with most of the rest of your post.
Within reason (ie. excluding a complete mechanical rebuild of the game), I'd like to see:
1) The player character to have some degree of agency in the story missions instead of being an errand boy for the resident NPC.
2) Some more PvE group content that actually requires a bit of thought, care & attention in terms of both your equipment and tactics rather than just ZERG.
Look, the game has plenty of issues. More PvP will not fix anything. In fact it'll just draw attention to all of STO's flaws.

Yeah I remember the glory days of PVP, used to be the main thing that drove my desire to improve my ship as someone who had no choice but to be a free-to-player due to no means to pay back then and it could work! These days I've got the means and have been spending money on games now, but it isn't STO, why? Because there just isn't anything MEANINGFUL to do with stuff you can buy which is overpriced for such an as of now low quality game, I was able to forgive somewhat the death of PVP, but now PVE is a graveyard too, I mean really, how can anyone not be alarmed at the state of the game and still throw money at it as things stand now? I just couldn't, and I used to love this game.
I'm pretty much a retired player, I only login every few weeks at most now to claim freebies or play a new episode just for the story without a care of anything else, it's a sad state of affairs and I'm thinking we'll never even see days as good as Legacy Of Romulus again. To spend money now would feel like, what was that Klingon saying, fighting in a burning house?
Hey, I never wanted my Federation captains to wade through rivers of blood, it just kinda worked out that way. They started it.
STO is like the combat episodes that were in every series, mostly (but not entirely) skipping past the other episodes. That's because many players turn their noses up at "boring" non-violent episodes in STO, they want the Phasers going Zap! Pow! and the bad guy ships going Kaboom!

Well... Of Bajor was a VERY lackluster mission. A couple of the ones with the Lukari that are LESS combat oriented were nice.
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

WoW has subscribers so if they don't add new content for awhile there can be whining, but for the most part the income is steady. STO is dependent on pushing the new shiny toys for income. That's why all we really get is lockboxes instead of content.
I played Freelancer for 6yrs on a mod server. But all they added was some systems and ships. Nothing really major. If the game is 'good', it can survive a long time without new content. If STO was a bit more expansive and wasn't rife with bugs, it might do so too. But with it focused on lockboxes and rep grinding, it's a very shallow game.
This game could be fixed but it will take something that people do not want to hear.. The game needs to go back to the subscription model. Being free to play basically means exactly what others have stated that most of this games income comes from them selling you shiny objects which becomes their main focus. If they had a steady revenue stream maybe things would change. This is not to say that just a sub alone would change everything. They would still need reasons to make you want to pay a sub. On another note moving away from the sub idea they really need to shake the pve content up. Maybe some randomization like korfez. They also need to pace content releases better. Releasing one episode at a time is stupid. Basically captures your attention for what a whole 5 minutes. We need large content releases like whole story arcs at a time. Also maybe some rewarding over world content that calls for say a lot of players to down a really hard boss or groups of enemies. As for pvp it could be better if the only added some sort of balance.
> > Dear boardmembers of PWE, we at cryptic want to go back to a pay model that we have already determined does not bring in enough revenue to keep our doors open. While we are at it, we would like to increase out development cost to produce more content faster while changing up our content model. We want to do this because some idjet on the forum who has no idea how a buisness is run said so. > > Yeah...how about no unless you want this game shut down in a heartbeat.
Dear Boardmembets of PWE, we were super close to going back to a subscription format based on a suggestion in the forums, but then a resident genius named Cold Napalm jumped into the discussion and belittled that person. We instantly saw the error of our ways. Thank goodness there are people out there willing to fight the good fight and really take it to people who have their own ideas. Without people like that we’d surely run with every single idea that comes our way.
What i think would benefit the game is a thing STO did with the 23rd century (Temporal Agent Expansion) / temporal ships (different era design on thye same ship class) and apply it to all its ship class.
As we know, each ship class we buy ( Light Cruiser, Heavy, Assault, Escorts and so on) has only 3 (with some exceptions) variants of the same class...making ship customization a lot less creative than Character Custmization. (for hich STO is truly commendable by how varied and well made it already is).
What if we make a similar benefit available for our beloved ships, the second half of our gameplay experience?
What if the devs make a huge change that makes those ship class actual Ship Type / layout ( layouts with double nacelle and separated engineering sections, Quad Nacelle with 2 or 4 Pilons and so on that ships currently can be catalogued with aside truly Unique designs like the Pilot Ships, Dauntless and Intel ships and so on) making variants basing on era / design template (thus greatly enhancing variety of ship designs, for example a truly futuristic take on the old connies/miranda/Stargazer ships, or a retro designs for Sovie, Galaxy and other modern ships, or actual hybrids)?
This shouldn't in any way hinder the release of new ships as it's mostly a visual overhaul.
Look, the game has plenty of issues. More PvP will not fix anything. In fact it'll just draw attention to all of STO's flaws.

The game could use a more up to date or new game engine and investors and more developers and and and.
Don't think its going to happen.
I guess it will more or less continue on the same foot as long as there are people buying zen.
Or until someone buys out the right company and takes the game in a completely different direction it's been going. At that point I'd think you'd see a shutdown and whole new game.
I left this game over a year ago and returned because some bugs were fixed for me. I asked so many times for those to be fixed and they would not since Delta Rising October 14, 2014. My game would crash at the splash screen. Many people had this problem. My game would freeze on map loads. If I used any settings it would work but I would have reset them each and every-time I loaded the game. This is totally ridiculous. They need to solve problems in a timely manner before they release new content. It was a easy fix by just making settings stay so that would be a good compromise so everyone can have their playing time based on their computer specs. Some people can't afford to buy a new PC but have enough to spend money on the game.
Some of the problems I have with this game is that they have yet to release the Cardasian faction which would be new content to me instead of all these ships and item junk in the game such as all the new equipment, all the materials for crafting. The amount of item junk in this game can be overwhelming for even the most knowledgeable players in the game.
The fleets still have a major problem of being hijacked and I got thrown out of a Fed fleet while inactive because of the bugs, despite having an agreement with the fleet admiral. I lost my KDF fleet and I am still there but got bumped down a rank. So lost a lot because of these bugs and I am very angry about it. New content, yeah right. Fix the damn game in a timely fashion, please. I have a massive amount of contributions that I lost, all that work down the drain and some people were wondering why people were leaving. Come on man... give me a break.
I still love STO and missed playing it so much. I am back because my fellow friends in the game asked me to come back and well... I complied and I am happy I have come back. But I still would like some things to have a change, whatever works for the developers.
I love PvP and now tanks are all but useless. Key things about PvP now days, the faster you move the better and the more maneuverable ship you have the better. And the more one shot abilities you have the better. Unscrupulous players are waiting somewhere, ready to kill all those that are of PvE skill level in a matter of seconds. It truly sucks watching people get annihilated and they may never do it again because no one likes getting their TRIBBLE kicked over and over again. There are no counters for a lot of abilities and that's why a lot of players call it cheap.
Specializations: rendered it impossible to develop a basic build with less than 160 hours of PvE grind. You simply can't avoid it, this creates a significant time/attention barrier for even really aggressive players, and completely locks out the casual types that don't want to grind for forty hours a week for hte next month to get a match after three to six hours of waiting, t hat will last two minutes and result in a 15/0 or 15/1 result.
Examined as a case of "Rule of natural consequences" whre you're looking for motives based on actions and results, Cryptic's development staff has been on a long-term crusade to drive out anyone who PvP's and isn't an exploitive troll with too much time on their hands and mommy's credit-card on the desk beside them.
Even before spec...if you were not spending real cash, you needed well over 200 hours of grind to make a basic PvP ship. So really, the spec didn't change that much. But yes, high cost of entry is a pretty big issue with PvP now...and for a while actually.
Honestly true competitive PvP is probably something only favored by people with nothing better to do. Which means that the "decline" as people put it is a simple result of the people that might be interested asking themselves if they have something else they'd rather do.

I suppose I should've added that, but who'd believe the number? (120 for rep grinds or to make enough to convert to fleet credits for basic gearing, the 160 is to get one primary and one secondary spec).
the point being, the cost of even basic entry is too high to have a functional population of PvP players able to LEARN to do it in the current scheme.
For comparison.... Well, I'm not sure on the numbers but...
In the old days you had to level by playing story missions. And back then we didn't even have mission replay, or doffing. There were only a tiny handful of repeatable missions unless you wanted to spend your time "exploring"...
Oh and top quality gear? It couldn't be crafted, you had to rely on random loot drops in combat!
I agree, they are changing this game far too much, adding too many reps and ships while neglecting new content, new Places and more Missions would be great, you can't visit Cardassia prime or Betazed or many of the major worlds for various Star Trek races.
I am sick of how often they are adding new mechanics to change how the game is played and with your progression, nothing else needs to be changed, it is very annoying to see how much they change things or some other new Rep you have to grind, enough already, they need some innovation and some creative new changes like my suggestions above and yours, not more of the same old stuff.
So... which is it? Is the game stagnant, or changing/adding far too much?

STO is made on an old game engine. And honestly, I don't think the devs have the time (or ability?) to do a major overhaul so it can't really get substantially better. There would have to be a brand new STO2 game built from scratch.
I can agree to the OPs headline; STO need to do something more outside their comfort zone (i.e. more adamantly fixing old stuff of which they appear to be in constant denial) and get a plan B for their "A" class micro-transactions (my main is still happy with her T5u oddy; but I could imagine dumping some bucks for a good interior customization items which does require some overhauling of the interior/housing system).

It's kind of like the saying, everything has changed, yet nothing has changed. There's been lots of changes alright, but hardly enough in the directions we really actually need to reign in power creep and insurmountable performance gaps between old and new players/casuals and hardcore players. There have been a lot of bad decisions made over the years and the consequences are only becoming more apparent. This can be turned around somewhat, but do the devs have the courage at this stage of the game to do it?
Also, I mean more than PVP too, PVE ques need more carrots unique to each one sort of like the old days but with less RNG and all that, plus not have marks and dilithium given out like candy as it is these days that require little actual gameplay (I'm looking at you admirality!). Universal mark rewarding events and queues need to stop.

Exceptional exceptions like EvE aside actually the reverse is true; the more MMOs in the past focused on PvP the harder they crashed and burned.
