Preemptive Space set not giving bonus on updating from Rare to Ultra Rare to Epic

As an Example... On the shields...
going from Ultra to Epic both show Front at 7446.2 Sides at 8190.9 and rear at 11169.4
Just looked , in Delta space, and for example, the Deflector shows zero boost going from Ultra Rare to Epic.
IE. Both show +30 Physical damage resistance rating.
Spoke with another player who had just done a video on the set over at Face Book...
