Can't Chat in Game/Can't Access Support Web Site

In-game chat mysteriously stopped working for me last night in the middle of a PvP match. Now I can't type anything into zone or team chat and my PMs are all rejected with the message "Insufficient Permissions."
I have never abused chat and rarely even type into zone, so I can't imagine this is some sort of ban. Is there any other possibility? Some setting I accidentally tweaked?
Note: I also can't access the Cryptic support web site. As soon as I login and confirm the ARC Code, my browser stalls and the web site can't be accessed. So I can't even open a support ticket for my problem!
