Don't forget this is Cryptic we are talking about. The people who took the most underhanded and conniving race in Trek and turned them into tree hugging, granola munching, hippy, space-elves.
Remember that what the show had was the Romulan Star Empire. The Romulan Republic is made up of the civilians and those who wanted no part in the (actually stupid) machinations of the upper echelon. Hell, most of their forces are more milita than military.
Plus, the Romulan Republic hasn't gone nearly as far as you'd think. One could argue that they're still playing the long game, making it so that both sides are allied with them, mitigating the risk of anyone attacking them. Plus, they have made significant contributions, and can play the "you owe us" card.
Also, remember they have THALARON weapons. The Republic is the definition of sleeping dragon. They're striving for peace, especially as a nascent power, but if provoked, they'll fight back.

Hippies? Oh i'm not sure about that, I mean look at the DS9 Bajoran Docking Master, If you are a Fed, she will roll out the red carpet for you, yet if you are KDF, then she comes at you with a "We don't want your sort around here" attitude.
I think Cryptic did their best to show the Bajorans as Self-righteous, sanctamonious people, and it makes more sense that they should be a playable allied faction, so they can kick Cardassian & Dominion butt once again.

Bah! let Romulans be Romulans.
Next thing you know we'll have Klingons who drink prune juice and call it a warrior's drink.
