[BUG] change ship function via ground contact is bugged

before I go on, let me state clearly. You will not encounter the bug if you use the change ship function in space. You only will encounter the bug if you change ships using the officer contact while on ground (like at ESD).
the problem I am encountering is that equipment, weapons, consoles, etc. are not being automatically being moved over to the new ship when you make the ship you choose your current ship. items that are shared among ships or are residing in inventory do not get moved over to the new currently active ship. in the ship status display, it shows items in gray with a pop-up status saying "this item is currently on another ship" cycling through the ships in a personal fleet and making them 'currently active' will not free up space in inventory, even if any of the ships selected as 'current' use an item that is currently residing in inventory.
Much of my ship gear is shared among other ships. thus when I change out something the item that got changed goes into inventory. when inventory fills up, I go to the change ship contact and cycle through the active ships, which will free up some inventory slots as other ships still use the gear. this is now not occurring.
I have noticed that gear that has a status of being 'slotted on another ship' will in fact end up getting slotted sometimes if you change maps from ground to space. this does not always occur however.
if you use change ship contact in space, the bug is nonexistent, but then of course, you then have to deal with a CD until you can switch ships again. you also can not change the build of a non current ship with this or choose from all of your gear to mount on the current ship (gear in bank or inventory or mounted on other ships)
