Admiral Quinn contacts all factions instead of correct faction representatives.

Title sums it up. On my Klingon and Romulan character Quinn pops up shortly after login with no options for the new missions instead of the Faction specific representatives that actually offer the missions. It's getting rather annoying.

PS. When are you going to add Paul Winfield to the Memorial?

    10/7/17 Klingons are now contacted by the Chancellor, but so are the Romulans.
