Not a tribble-y purr, but more like a cat's purr. It can be under the emote system, where everyone has access to it, but only the "cat people" will have an audible purr.

Champions Online and Star Trek Online got a lot of shared emotes. And I know CO got a LickPaw emote with audio that could be fun to see on Caitians and Ferasans in STO.

Star Trek V: "The Final Frontier"
To quote Lt M'Ress in the novels featuring Calhoun:
"So let us be clear with one another, Admiral. I have one life, not nine. I have never been killed by curiosity, my parents do not live in a cat house, my mother did not rock me as an infant in a cat's cradle, the preferred Caitian method of self-defense is not cat-boxing, I do not deposit my earnings into a kitty, if I am trying to be delicate about a subject I do not pussyfoot around - shall I go on?"
"Oh, and I sure as hell don't Purr."
(I actually don't care either way tbh. Whatever puts people in their happy place is fine by me, so long as it doesn't interfere with my happy place.)

Caitians do indeed 'purr'.

Indeed. Best example of this is probably the Destiny novels. We have the Vesta, but the Borg are still around as well.
Is he?
What time period is the novel set? If the novel is set in 'present' time (25th century), how could he be listening to M'Ress?
There are a lot of people named Frank. Maybe Calhoun is a common name with Caitians, and the one we see in-game is just another schmoe named 'Frank'.

A normie goes "Oh, what's this?"
An otaku goes "UwU, what's this?"
A furry goes "OwO, what's this?"
A werewolf goes "Awoo, what's this?"
"It's nothing personal, I just don't feel like I've gotten to know a person until I've sniffed their crotch."
"We said 'no' to Mr. Curiosity. We're not home. Curiosity is not welcome, it is not to be invited in. Curiosity...is bad. It gets you in trouble, it gets you killed, and more importantly...it makes you poor!"
He. And two others from his crew hang out on K-7 as well.
As for M'Ress being in the late 24th century, here's a part of her entry of Memory Beta:
The relationship between degree of ossification of the hyoid and ability to roar or purr (no known feline can do both) has at least been partially debunked, since the snow leopard purrs, but only has a partially ossified hyoid, like the roaring felines.
Referencing that, even if their internal structure is similar to Earth felines, why do you (the OP) think Caitians and Ferasans would be purrers and not roarers?
Edit: Never mind, I see from the TAS clips linked above that at least M'Ress did make purring noises. Good enough for me.
They're essentially genetically-engineered Caitians.

I fail to see what would be worthwhile in the slightest about allowing Caitians and Ferasans to purr, though.
As far as I'm concerned, this feature is perfectly welcome, provided other humanoids be given the ability to whistle on demand.
