so i had to go back to the initial post to see what the Costume was supposed to look like,
When i went to equip this on my Alien Boffs (which is what most of my Klingon Character's crew consists of) the Chest armor, Shoulders and Helmet are missing, just not in the drop menu at all.

i routinely try to purchase Lobi costumes to increase the KDF costume options available as i find the default set to be lacking

(No helmet option)
it would be nice to see the Tzenkethi arm attach costume pieces separated so that the wrists had their own selectable pieces so that players could choose the Bicep/elbow options for the arms, and still select another wrist attach without the massive clipping issue that occurs now.
My captain can access some Tzenkethi costume parts from the same Uniform tab / Tight Jacket menu. This is the same costume parts that the Boffs get.
My boffs also cannot select the full armor outfit from the dropdown like my captain can. (Which I wouldnt care about if they had access to the missing pieces)

Also, no dropdown option to select the full outfit.
Additionally, when I go to save the toon's outfit (to preserve the visuals in case something happens), the outfit will not save at all.
Things I want in STO:
1) More character customization options such as more clothing options, letting the toon complexion affect the entire body, not just the head. Also a true RGB color picker applied to all costume and appearance options, which would allow for true appearance customization and homogenous colors instead of "this same exact color looks vastly different on two different pieces."
2) Bridge customization, not bridge packs. Let us pick a general layout and adjust the color palette, console appearance, and chair types, as well as more ready room layout options.
3) Customizable ground weapons, i.e. The aesthetic look of phaser dual pistols but they shoot antiproton bolts. For obvious reasons this would only apply to standard ground weapons.
4) For the love of Q please revamp Plasma Ground Weapons. They look like demented Supersoakers right now.
5) True Vanity Impulse and Deflector effects similar to Vanity Shields.
6) A greater payout for hitting T6 Reputations. Currently it takes more time and resources to get from T5 to T6 than it does to get from nothing to T5. Make that grind really pay out at the end.
7) Mirrorverse Refugee event similar to AoY/Delta/Gamma, complete with new Mirrorverse recruits for all factions.
8) Independent Faction, because yo ho yo ho a pirate's life for me!
Well, dammit, i do hope they fix it. For once that they come up with a truly awesome costume, it had to be bugged... Bah...
Apparently, Tzenkethi costume parts not being available to all crew members is intentional, if I am to believe what Ive been told.
It still makes zero sense to have the costume be A) unavailable to boffs via Tzenkethi Armor outfit dropdown and available piecemeal to boffs via the Uniform option.
Why do female boffs get to use the helmet and males dont? Because apparently it was decided the helmet 'conflicts' with other costume options. Strange how I am able to universally wear bigger and more bulky helmets (ahem, Voth, Vaadwaur, etc)- but yet the slimmer Tzenkethi helmet causes 'conflicts'. Why do females get one shoulder but not the other? Why do males not get either? Conflicts.
This is the first costume Ive purchased that I havent been able to fully outfit my crew in - and I am most disappointed.
This is a very poor way to handle an expensive lobi costume. Ill be reconsidering purchasing them in the future.
Granted, I wasnt told it *wouldnt* be fixed - but by the wording of the responses, its probably safe to assume that what we have is what we're getting.
