I'm hoping someone with a better understanding of the game's mechanics can help me out here.
I was trying out the Speed Tweaks set bonus from the Nexus console and beam array. I expected it to give an increase to the DPS of all my weapons but to my surprise it didn't change the tooltip on any of them. So I called up the power tray and watched what happened to it when I switched the console in and out.
As I understand it, each weapon has a number of shots, which is the first listed time, and a recharge period during which it doesn't fire, the second time listed. Each series of shots plus a recharge is one weapon cycle. So for the beam arrays I'm using, it fires four shots taking one second each, then recharges for one second, for a total weapon cycle of five seconds. I was expecting the weapons haste to reduce each element of this. But according to the information in the power description, only the recharge time was being reduced, to 0.95 seconds, the shot times were the same, and the listed DPS didn't change at all. I then tried my Overload Tactical Systems console and the same thing happened, a reduction in recharge time but not shot time, and no change to listed DPS.
So, is it supposed to work like this? A 5% reduction on the whole weapon cycle would be worth having, but shaving 0.05 seconds off just the recharge is barely going to register. And even that much should have affected the DPS value for the weapon. Or is this just a display bug?
The bottom line is, I've been flying around for a while now using weapon haste boosts that I thought were helping me. If they're not really doing anything, I have other consoles to go in those slots.

I've not tried the Speed Tweaks set yet, but with other Hastes (like Emergency Weapon Cycle) you can actually see the firing speed increased if you use cannons.

If its moving from 1s recharge to 0.95s recharge, the difference on the weapon tooltip in the weapon power icon won't display because of rounding (3.8->4, its limited to one significant digit), so the only indication of haste applying on the weapon is the recharge time. It does effect the whole weapon, recharge, and firing time however.
The issue you noted above - that the tooltip DPS is not updated, and that the recharge time changes, but the time in-between shots does not - is a tooltip issue. The actual DPS does increase (if nothing else changes), and the time in-between shots does change.
Example of this..Iconian Core:Currently MKIV UR [AMP] mod and all the stars are exactly the same when I check the modifiers and stats of MKIV E in the upgrade screen..Same applies to weapons, consoles and equipment..No change in statistics and modifiers..
So no idea if the upgrade to Epic is worth the upgrades and dil..

Upgrade screen will not show you the next Mod for weapons,deflector,shields (Epic Mods are the same tho) ..ect. The Stats will change when upgraded .Some things ..its fairly easy to figure out what they will look like at mk 14..Deflector mods that start out in the teens will probably end up at +20 (for example)
