ferengi admiralty tour of duty doesnt advance

1.Ferengi admiralty, as are the other factions, is on max level. Ive already completed the tour of duty at least once, right now im stuck at ferengi tour of duty #3. So far, ive done over 40 ferengi assignments (5 full rosters of ferengi assignments), none of which lead to a tour of duty follow up.
2.Ingame i have tried three times to contact a gm, or submit a ticket. When i submit the ticket i see a green text floating on my screen with the ID nr, when i go check the view my tickets tab, however, none of the tickets show up.
