How did the "old" ui work? I don't remember. I 've only played a few months since 2010 here and there.

That's all you really need to know. It wasn't pretty, was a bit messy looking even. But it all worked fine and everyone knew what they were doing and what was going on.

You have legitimate points, the queue problem is undeniable though the severity is debatable without hard numbers, just don't get side-tracked or provoked by internet trolls.
I seem to remember hearing that the reason they couldn't roll back to the old UI was that the new one was involved with the new player matching system, I forget the name of it now.

If players really wanted a challenge, then why aren't the space Elites being filled? One might argue that S13 also introduced new challenges to the game with the rollback of some of the powercreep. I'd love more teamwork... but when the simplest of tasks get failed in queues, do you think the average STO players would survive that? I don't think so. They'd move to DOffing, admiralty and do fleet actions much in the same way as you are doing right now.

Stuff like Gravity Kills or Days of Doom (which I find fun btw) aren't getting filled and both have very minimal DPS requirements but require more teamwork. When you look at which maps are actually being played, most if not all of them are straight-up shoot-em-up (DPS) maps like KSA, CSA, ISA and CCA.
As much as players like you or me would want some nice challenges in the game, the players here want easy rewards. That much is evident when I posted my Admiralty Thread (which was a way to test the waters too). This queue UI is only a part of the problem with queues in general.
I think holding up STO to gamer standards like you would on more gamer-centric games like WoW won't work. We are simply dealing with a different type of playerbase.

The main problem with the ques, is that dilithium is to easy to get outside of them. While I agree, more teamwork oriented STFs would be great to have. Like a return ISE, IGE, KVE, KSE, CSE, and CGE, the old borg Elites that where teamwork heavy. Yes, I also know they were removed for being "to buggy." I don't know how many times my poor T4 Patrol Escort died to invisible torpedoes and such, but I've completed all of them. As have many other that worked together to complete them.
The Competitive maps are a good example here. They're not purely reliant on DPS. It does play a part in it, but you have to work as a team in order to accomplish the objectives. Which means they aren't very popular, because you can't solo-grandstand them.
But this is only one of the many issues out there. Another is for the accolade hunters. A lot of these have been locked out due to reputations, i.e. the old Mk X gear accolades. I'd fix this by making the Mk X and Mk XI gear VR drops from the Borg STFs. Space battle for space gear. Ground battles for gear. This would be how I'd re-introduce the old Elites. That and they aren't drops in the Defera BZ.
Another issue here is the Red Alerts. Since the sector space revamp, these all spawn in the same spot. Which is why you can't complete the Defender of _______ accolades.
Right now, these are some of the things, outside of the new UI, that are running players off. As I said, the new UI isn't the primary cause of it. More the final nail in the coffin.
The admiralty system rewards way too much dilithium etc for bugger all involvement and combined with doffing has turned a large part of what people consider "content" into little more than a glorified browser game.
Balance changes have altered how some mechanics work and how some people perceive the effectiveness of their builds.
The queue UI is pissing off and endless stream of players who cannot be bothered to fight with it just to play content to test builds, or for fun.
The rewards for queues or really the vast majority of content is so out of whack it makes it look like a Pakled designed the loot tables. This in turn makes some queues get ignored in favour of the quick buck.
You don't actually have to run any reputation specific content either, you can literally do Red Alerts all day and get everything you need, even the elite marks. Why even bother with different marks? In fact why not just give every player a timer than runs out in 40 days and auto-unlocks the whole rep?
An awful lot of players have such a vast sense of entitlement that they cannot comprehend actually working for rewards these days. The people who whine about having to do things on multiple toons to get rewards, of having to do a 14 day event to get a doohickey. Some people are so used to getting given things for little effort they expect the whole game to revolve around that frame of mind.
The overwhelming majority of "endgame" content in STO is purely DPS based "kill everything as fast as you can" nonsense. There is the odd bit of text between fights but it is nearly all just an FPS with starships now. There's just nothing for anyone else to do apart from shoot stuff.
And people wonder why the player numbers are going down or queues don't pop or battlezones are dead barren wastelands.....

You, sir, have hit the nail square on the head. It's been a problem I've been thinking about since they first put reps in and I saw the path that it was going. I've even made a few suggestions about decreasing the dilithum rewards over the years as well.
The content itself, there isn't anything I can do about that. It is, what it is. We can just figure out how to work with it from there.
I also do tool around in the foundry. As I said, I would enjoy being able to build and actual STF. But they have us limited to the number of enemy encounters we can use per map. Where as Cryptic can build an STF, with unlimited spawns. If I wanted to build one that would last for more than 10 minutes. I'd have to use 2+ maps. Which is not a bad thing, it would give it more of a progression feel, having to progress thusly to the next area. But then I have to worry about other limitations, such as storyboard(dialogues), interactions, spawn and respawn points. Which are limited to how many you can use per mission.
I have a short one built, single map, in the foundry KDF side. It is a full custom map, that was my learning bed for piece placement. I need to go back and add details to it. But other than that, it's there. Of course, I might need to republish it, just to make sure it's up-to-date.

Since i almost forgot to put this in. Currently with how thing are. I've lost my motivation for both playing the game and working in the foundry. I haven't quit, just haven't found a reason to keep moving forward. The foundry part here, is more about how I can make if fun for the players. But this is just me thinking about it as I make the mission.

The real problem with that is everything in the game has only dilithium (or something you convert into dilithium) for reward and since it's capped diminishing returns are inevitable.
