Prolonged Phaser Array amplification stacks damage boost changed as of the Aug 17th patch

The Prolonged Phaser Array was being tweaked as of the Aug 17th patch to ensure that the firing haste it enjoys at certain stacks would not apply to other weapons. However, the tooltip showed as of that patch that the array gain 0.01% damage per amplification stack versus the 1% it enjoyed previously. It used to parse as the second strongest beam behind the Terran Task Force Beam Array but now parses as the worst beam behind 5 crafted Damage 3 Pen phasers and even the Quantum Phaser Beam Array. Was this change intentional or a mistake? (Assuming a mistake since 0.01% damage boost is for all purposes 0%)
