T6 Miranda Hero Ship FTW. Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
Well I am up to 22 missions now without success. I went through the same thing in the Ferengi so I switched to KDF. Did not know it was also RNG based. Either I have bad luck or system has been changed. I wonder if they are going to fiddle with the RNG to reduce that 30k dilithium payout happening regularly.

I'm still hoping that GPL will be given a purpose and that Cryptic's change is just to put the rewards in line with the only other main source of GPL (Dabo) so that the Ferengi Admiralty isn't the only way to purchase any new vendor items. My GPL has increased by several orders of magnitude since the new campaign, amounts that I never would have been able to accomplish by Dabo (or Smog).

Have to agree on the 'No, it hasn't been nerfed.' side. RNGesus is cruel sometimes and is always fickle no matter what. This has happened to me on more than one occasion. On a character who had the maximum allowed Ship Cards. Both permanent and the one time use awards.

I guess because I don't use it daily(or often since s13 - I had not noticed this rng trend before. I was mistaken to believe that they came fairly regularly.

There's a maximum? I'm curious to know what that is and would appreciate it if someone could enlighten me. I think I've been up to 299, but since I use my 1x cards pretty heavily on the tours of duty I've never gone beyond that.
They made a change a few months back where they made the Tour of Duty Missions show up more often.

They made a change a few months back where they made the Tour of Duty Missions show up more often.
And it definitely worked. I kept track of all of my characters during Ferengi Admiralty campaign, since it was a nice baseline of all of them starting at 0 on the same day, and over a couple of cycles, they averaged a complete tour done in about 13 days, with the maximum being 16 days. That was doing just 8 assignments per day. To compare, some of those did not finish the Romulan Tour during the entire ~22 days that it took to get to level 10 in that campaign.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.

Tour assignments pop up randomly. That means with every new assignment in the hopper there's a certain probability that it will be what you need to advance through the tier. You can calculate the probability of going 20+ assignments without a tour as a binomial probability. Without empirical data or the odds Cryptic used it's impossible to come up with an exact number, but the crux of this question is simply that the probability is not zero. Even if it's very, very, very unlikely; someone, somewhere is going to see a long drought in their admiralty assignments.
You appear to be that person now. Don't sweat it, just keep rolling that dice and it'll eventually produce results. Exactly when no one can say, and it's worth keeping in mind with independent probabilities that you are no more likely to find the assignment now as when you first started. Going another 20 is unlikely, but don't freak out if it happens (going 40+ in total is a non-zero probability too.)\
[And from my point of view, there has been no apparent change in the frequency of tour assignments. Admiralty is something I run frequently on multiple characters, no issues to report.]
Edit: one thing you can do, scroll down through your entire in-progress assignment queue. Make sure you don't have an unclaimed tour assignment waiting at the bottom (and just out of normal view). That *would* prevent you from progressing.

Still I wished they too would have added a few extra new items since the Ferengi always said GPL was important to profit. Remember Romulan's can't even display Trophies on their ships 10 forward or dare I say even the wall trophies in Captain's Ready Room.
Surely there has to be a few new cool off duty Hat's they could offer on Risa perhaps expand the Sunglasses they have. Maybe even include an alternate Shirt, Shorts or Pants while perhaps not as great as the summer ones that are different with a little more style than the single off duty shirt and pants new players get on Risa.
But surely there is something they can come up with for GPL. Holograms are nice Novelty items but surely there has to be a few new Club outfits, even Ferengi 'inspired' off duty Fashion, or perhaps some consumable devices or perhaps something else?
The compulsion for them to create stuff for the Dilitium Store is too great for them to overcome.
Of course, nerfing GPL rewards may just be the precursor for them to put stuff in the GPL Store. Don't want to make it too easy to pick up stuff there.

I realize GPL is for Novelty items but still I wished they too would have added a few extra items that would reward for GPL especially if Romulan's can't even display Trophies on their ships 10 forward.
Crytpic had plans but they weren't ready in time for season 13.5. Now they're collecting data on GPL activity, making sure that when they add content it'll be priced accordingly (ie. taking some effort to earn.) They haven't talked about the current status of new GPL items (naturally so, rule 1 is that they don't talk about unannounced content in any detail) but they have some ideas. That said, because GPL isn't directly connected to a monetized resource we do have to view a GPL store update as a nice thing. It would be nice but nothing in fact hinges on the successful implementation of an updated GPL store. Nice things tend to be pushed back in development for higher priority content (ex. things players will log in for, things Cryptic can sell for money and thus keep the game going) so there's some chance that season 14 will also ship without new GPL items (part of the reason why rule 1.)
Hopefully, Cryptic will do something with GPL in the near future (they want to) but we'll have to see how the process of development plays out.

Too bad, because its tour of duty chain rewards dil instead of GPL and the normal assignments also has Dil as a common reward. Heck, I grab assignments for the Dil, not the GPL in this campaign.

I find Ferengi Admiralty is very useful to continuously run in combination with KDF Admiralty. Once you hit a 20 hour tour assignment, that campaign is effectively locked off from further progress. You can continue doing assignments for their individual payouts, but still it's not terribly productive. Running another campaign at the same time gets around that. If you need spec points or upgrades that can be ROM or FED, but for dilithium doubling up Ferengi/KDF (for the repeated T10 payouts) can be more productive than sticking to KDF alone.
Plus the mass of GPL provides a little financial security for any updates to the GPL store Cryptic eventually makes. It's not a bad thing to have by any means.

What I don't like is, if you have reached the Daily Campaign XP limit (10k) any Assignments awarding Campaign XP lose it even if you don't turn in the Assignment.
