Chief Medical Officer Unable to Heal TOS Bridge Officers

I started a TOS character and only my main character and modern Bridge Officers are able to be healed by the Chief Medical Officer. Even if they are injured, none of my 23c Bridge Officers even show up in the drop down box. I noticed that this bug was reported back in March and other outside boards have been discussing this for over a year as occurring at Earth Space Dock and DS9. Well, it is still occurring, except everywhere, and it is an unacceptable performance issue for this long; especially when you just had maintenance a couple days ago for the server.
