"A Decision To Make" Open Mission Bugged

The Kobali Prime open mission "A Decision To Make" won't complete. The mission opens and the patients are triaged, the progress bar goes across and instead of completing the progress bar disappears with the timer continuing. The mission fails as the timer runs out.

This happens with more than one person or as a single player participation.
Anything that happens, happens. Anything that in happening, causes something else to happen, causes something else to happen. Anything that in happening, causes itself to happen again, happens again.
It doesn't necessarily do it in chronological order though.

    Yeah, this happens from time to time with the mission. After the progress bar reaches 100% the mission is still running. Correctly diagnosing another injured Kobali soldier causes the progress bar to disappear, but the mission timer continues on until time runs out.
