I'm pretty sure Seska didn't get her DNA changed, merely having some of her physiology altered to pass as a Bajoran and it most likely wasn't supposed to be permanent, merely to be used only for her mission to infiltrate and destroy the Maquis from the inside.
Then again, like many sci-fi media, writers don't understand how evolution/genetics/DNA/Etc. truly work.
She was eventually tripped up by that on Voyager, but it was stated that she had indicated to Bajoran Medical personnel that she had Orketts disease and needed a transfusion from a Cardassian. That was enough to fool them.
