Missing ship slots

in PC Gameplay Bug Reports
Hi
According to http://sto.gamepedia.com/Ship_slot on level 60 and after playing "The Vault"(for the Klingon) or "Small Packages"(for the Romulan) one would have 12 ship slots, but with my Klingon & Romulan chars I have only 11.
Any idea why the Klingon & Romulan chars lack a ship slot?

    Keep in mind that a shuttle craft uses one of the ship slots.

    I know, doesn't change the numbers.
