Why they lock the bank

At first you could use the bank and such but they lock down the bank access... but why they do that ?

Not sure which bank you mean? If you mean your personal bank... might want to make a bug report thread in the support section here in the forums. Account bank... see previous. Fleet bank access isn't a given, though. The leaders of your fleet are free to restrict access however, whenever and to whoever they want. If this latter is indeed the case you'd get more results by asking fleet leadership directly.

if you start a new char in the beginning you can't get the account bank from the ship you call in if you are not near a star base.. So if you call in the freighter you can't access the bank from the freighter

Ah. So when you call the freighter you can't access your account bank? That's probably due in part to how you have access to the account bank from your ship's bridge. You should still be able to access your personal bank from the freighter just fine, but your account bank is free access from 'anywhere' if you go to your bridge.

Nah from the freighter I can't access the account bank I have indeed go to the ship or visit the starbase

That is actually a bug with freighters. You are supposed to have access to your Personal, Account, and Fleet (if you are in one) banks when your freighter is called. As stated above, that issue has been around for many months, and I don't believe it has been addressed by the developers since it was first reported.

I just accessed my account bank from my freighter just a few minutes ago.

Unless you mean just calling in the Azura or Vov'wl
