Structural Analysis - Not Spreading

The part of the Structural Analysis Science BOFF power that is supposed to spread to additional targets within 4km after 2 seconds is not working. I tested this in the Narendra Patrol on Advanced Difficulty. I cast the power (rank III) on the Battleship and confirmed the other NPC was within the 4km range, but it never spread (I tried this several times to confirm).
Side Note: When fixing this bug, please be sure not to re-introduce the issue whereby sometimes this power would spread back to the caster (see: https://www.arcgames.com/en/forums/startrekonline/#/discussion/comment/13187075)
