Kelvin Phaser Emitter Array proc does not work.

As the title says, I've been using some Kelvin timeline phaser beam emitters, and have noticed that the proc never actually activates, meaning it never pushes back enemy starships, or anything close to said starships. I know there is a 2.5% chance that they actually hit, but I've done nothing but broadside fire at my friend for 10 minutes now with 8 beams, and nothing has happened.

I spent about 7.5 million on these things, and I'd rather not have had that go to waste.
