Why does my alien captain have only 3 options for beachwear feet?

I want to make a beachwear outfit for my alien male (Starfleet) science officer, but there is one irritating problem. When I check the options for feet, there are only three available: three-toed, Reman, and Talaxian, none of which are appropriate for the character. He cannot have plain bare feet or wear sandals with his beachwear outfit, even though these options are available in other outfit types. Is there a reason behind this limitation, or is it a bug? In either case, could it be resolved sometime soon (or at least before the next Risa Summer Event)?

That... is a new one on me... Probably a bug.

I think that's likely as well, but I wanted to hedge my speculation just in case. It certainly doesn't make sense (canonically or practically) as an outfit restriction.

I wouldn't say the other outfit restrictions make sense either.
