Azure Nebula Rescue - NPC Level Bug

I just finished a Azure Nebula Rescue Advanced Queue PUG. When joining, all the players were at level 60, but all the NPCs were at level 50. I manually checked the individual players and all were level 60 characters (ie: it wasn't a situation where the NPCs were leveled down to a player who was at level 50).
