Sistruus escort console not reducing Tac power cooldowns

The console from the Sistruus is not reducing Tactical Boff power cooldowns. Activating a tac power such as tactical team or torpedo spread still leads to a 30 seconds cooldown.

    Just to add: the weapon boost part of the console is working fine.
