    If your talking about the traits: yes. There are several missions that reset the trait page partly or fully, for example: "Sphere of Influence", "A Step between Stars" or very early in the game "Temporal Ambassador" (the Enterprise-C mission). All of those missions have in common that - at least for some time - you do not command your own ship. I'm not sure if it's a bug though, since the "not your ship -> traits reset" is constant, not "occasionally happening" or something.

    sto.gamepedia.com/File:Trait_menu.jpg is what im referering to. Dont have capture software or anything to take a shot of mine.

    Yupp, traits. Will be gone again if you replay "A Step between Stars" for the other set pieces (if you want them). If it is a bug, it's around since launch basically. I wish they would at least comment if it is a bug or working as intended for whatever reasons....
