Ship does not move/ability

Issue that has been prevalent for a few months now.
Anytime i use a warp ability (ie. Picard maneuver or warp shadow)
I seem to have around a 50% chance of my ship being immobile after the jump. Can use abilities/fire/rotate. But it acts like my ship is 100% glued to the jump location for about 30seconds.
Happens on my romulan and both science captains
