This mission is bugged and has been bugged for ages. The diplomat will not follow some ships, seems to me I have the most problem with the T6 ships. It used to have a work-around of tab targeting the diplomat ship but this is not working any longer. Only thing to do is drop the mission and then that starts the 20 hr timer.
I know there's no zen in it so the easy fix is to just take it out of rotation. I'm probably 1 of the very few that even try these missions but if it's in as content, might as well work.
Had this happen several times in the last weeks I've been messing around with STO again and I've filed so many "bug" tickets GMs are thinking it's duplicates. They are not, it just happens again the next day, the timer goes off, and the situation starts all over again.
