web access/overgrown caves missions

in Xbox One Gameplay Bug Reports
I am having trouble with these to missions I can't activate the overgrown caves mission I have looked online and have talked to the romulan guy that gives you the quest but all he says is I am busy came back later it also says I need my romulan rep to be at least tier 3 to get the quest I am tier 4 and still can't get it.

The quests are both on new romulas and I'm playing the xbox one version

    You can pick up the mission required from the mission journal.
