Patrol Missions not available?

Hi all.
I have returned to STO after a fairly long absence and decided to start a 23rd century captain. I completed the 23rd century missions and have now entered the "normal" maps. After completing "Stranded in Space", I decided to do some of the Patrol missions but they don't seem to exist for my toon.
I have checked with another toon I have and the missions are still there for that one but any 23rd century captain I create does not seem to be able to access these missions. A friend of mine tried to access them and he has no problem with his 23rd century character. Just wondering if anyone has come across this issue before and if so, how did they manage to get the patrol missions to show up.
