Malfunctioning Ship Set(s) Ability(ies)

So I noticed this witht he first ship set I got together, the Jem Hadar 3-piece. The "new" UI applied to the game for the XB1 doesn't get the Proton Sweep ability added to the ability wheel when you have the full set together, meaning you just plain don't have access to the whole point of bothering witht he full set. I was frustrated, but went on to try the Breen 4-piece set. This set has the same issue. You do not have access to the active set abilities from any ship item sets, simply because they seem to have never been added to the ability wheel for you to activate them. Since the Solanae 4-pc set requires being paid for, and the Breen 4-pc is a season event reward, I think this is a pretty big issue... I could be very wrong though, since I can't find any other posts about this anywhere else. Maybe I'm just the only person crazy enough to bother with using a full set anymore...

I have a similar issue with the Chronometric set.... i have no access to the 3-peice power. On my UI it shows 3/2 for my piece count. I wonder if Shadows issue is similar... I have other sets that have this issue....

As a follow-up for others: My issue is caused by the reputation sets only counting 1 of the weapons (beam or cannon or Turret) for the bonus. IE: You can't make a set by adding multiples of weapons, you must add the other parts (consoles, cores, etc...) The tooltip is severely lacking in this regard....
