No specialization point rewarded for leveling

Since this weekend I have been leveling an older character.
When I started leveling she was level 52 and had some specialization points.
But today I have reached level 60 and I noticed that during the leveling I never gained any specialization points at all.

Is there some bug I'm not aware of as missing the spec system would seem to put me at a significant disadvantage.

So I just filled the exp bar at lvl 60 for the first time.
No spec points awarded for it.
This bug needs to be fixed fast.
