Free Upgrades on two of the multi-mission explorers, but not the reconnaissance

I'm trying to figure out why I can freely upgrade the Multi-Mission Strategic Explorer and the Multi-Mission Surveillance Explorer, but not the Multi-Mission Reconnaissance Explorer

    These ships are Tier 5 and cannot be upgraded for free.
    However, if you have previously upgraded them on one character on your account, via a Ship Upgrade Token, then you have already paid the price of upgrading and all other characters can then upgrade as well.
    To me, it sounds like the Strategic and Surveillance Explorers have been upgraded already on other character(s), but not the Reconnaissance.

    C-Store T5 ships cannot be upgraded for free.

    However, during ship sales I believe purchasing a T5 ship will also give you a free ship upgrade token. Not sure how many you get for purchasing a bundle though. So that could be how you were able to upgrade for "free".

    You should have gotten one Token per Ship you purchased, bundle notwithstanding.
