1. This is the main thing about this bugfix: Thank you very much! I hope it works this time. It's VERY appreciated, and the fixes are really needed and thank you for listening to us now after this all.
Now some less favorable (general) feedback which is meant to be constructive, sorry for not being eloquent in that:
2. Please, don't ever try again to put missions from a zone into line, let alone put missions in a line into wrappers or reboot missions without a real huge need or benefit (and maybe even request) of the PLAYERS. It never ends up well (NR just showed it and while I thought it couldn't get worse, here comes Kobali), tends to be buggy, and even when not so buggy (if ever) then it's only a hassle, it may likely reset hard work, waste our time and confuse us, and even if not, the way it was done on Kobali and NR for example unneeded AT BEST even without the bugs. Such could cause some people to consider to quit or taking a break, really.
3. I had something to say regarding Q/A, tribble, feedback and how it is perceived, but can't put it well into words - will try: Please let us "feel" feedback worth something and taken into an account, before trouble occur and before time is too tight and before the next expansion/session is coming; this way more people could be testing. Please improve QA testing (not relying only on tribble (or last moment) testing but DO get help from the players there and in holodeck and listen to them) and have enough testing and good payed stuff in that regard.
4. If people accept and welcome maintenance for the 3rd day in the raw (I welcome this myself and appreciate your efforts much, by the way,) this means this maintenance was really needed... (and yes, I know it's Thursday, but still.) But off course, please don't make it a habit A "disaster" (in game only) should better be prevented than had such emergency measures later to remedy it.
Or add a clean function to Hazard emitters or Science/Engineering team.

Ship seperation was actually working?! My ships with it have been broken since S12 launched. It seperates, and then about 5 seconds later, the seperated part just vanishes.
Also, gotten reports from a friend that the instanced missions (such as the mountain base, the underground gateway plant, and the caves. All needed to complete Romulan Reputation's reward missions) on New Romulus are broken and the NPCs that should give them cannot give them.
Also. Isn't Player Potential meant for CPvE and PvP, NOT regular PvE? So why turn it on for PvE (which really doesn't need it, as it would just invalidate the whole aspect of building your ship as long as someone on the queue has built theirs), but not PvP or CPvE which it was intended for? Here's the patch note in question "layer Potential System has been turned on for PvE Queues.

Yet it says clear as day in the linked blog that it's for CPvE and PvP only. Just one example is this: "This results in a fairer and more enjoyable experience overall for classic PvP and the new Competitive PvE." I've said it before on the Tribble forums, but such a system would hurt normal PvE.
So unless PvE in the patch notes means Competitive PvE (CPvE if you want a shorter term for it), and if does mean those 2 (soon to be 3) queues then state them as CPvE rather than just PvE, I get the distinct impression that you have implemented it on the wrong queues altogether.
Also, huge Stealth Nerf to the Iconian Reputation Space Trait "Energy Refrequencer". It now only heals a MAXIMUM or 25 Hull per shot, up to 5 times per second (so 125 at most per second, which is rather pitiful, equiv to 5 energy weapons doing just 1000 damage a shot). Compared to 2.5% of your damage, 10 times per second. This pretty much killed it's usefulness. If you wanted to nerf it, just make it 5 times per second rather than 10. Don't impose a microscopic limit on it.
Also, shield drains got rather silly when you revamped then skills a few seasons back (by making Science builds a viable alternative to Energy weapons, only to kill off most of that in S13 with the overly aggressive nerf to Grav Well and Subspace Vortex (more than halved the damage)). For players using them against enemies, it's fine, but no amount of DrainX (short of filling every possible slot on your ship with it or being a specially rigged drain build ship) will stop an enemy with Tachyon Beam from just destroying your shields. Enemy shield drains should be a lot less effective (like 50% less effective) against players (maybe shield drains in general should), as players typically have somewhere between 5000-12000 shields. While enemies above frigate rank seem to have a lot more than that (especially in Advanced+Elite queues).
It worked fine during the breach event for me (T6 Galaxy)

Which is ridiculous. This ship will soon have 5 sci and 5 tac console slots.
Add to that that it has all the benefits of raiders (flanking, 5 forward weapon slots, all universal stations) and I really don't get this decision. It will basically have the most important benefits of a Sci ship, an escort and a raider, all combined in one ship. Why not also slap a hangar on it while we're at it?
Oh and I forgot to mention the Pilot maneuvers. I mean, what the heck? All the benefits that come with a Pilot escort, Science vessel console lay-out + raider flanking and weapon lay out.
If this isn't OP, I don't know what is.
Carrier pet A.I. fixes I've heard some mention of them being acknowledged, after attempted fixes many months ago that have never worked and have since been abandoned. Perhaps they'll get fixed, or they'll leave them in their broken state as they've been for years.
Miradorn was apparently missing a console slot, so it's a correction not a buff. I'm not sure if there was also a problem with its console, so owners of the ship will have to submit their bug reports and forum posts.
UI Lag, I recall them trying to improve on it a little, months or over a year ago now. Only once did I personally witness the lag gone, for a very brief limited time (a few minutes) on Ds9 ground following some patch. It did not persist. I don't anticipate them ever fixing this, along with the UI-generated FPS lag, or graphical effects FPS lag that cripple even the newest consumer-level gaming PC in addition to blinding most of the screen and obscuring the action (a feature deemed informative is anything but). A fast-paced game demands responsive controls, much more so if it has PvP. Player latency is a physical and hardware limitation, but the UI responsiveness makes these ten times worse. Keybinds help with this issue somewhat.
OP doesn't matter when it comes to sales. Money matters and OP sells!
I believe it is SUPPOSED to have 4 Sci Consoles, but when it released it had just 3. So they are adding an additional one to bring it to the state it is supposed to be at.
Also, as long as a ship doesn't out perform the Scimitar (or one of it's variations) in DPS, it's not OP.
Someone told me that the ship was missing a Science console slot, so it won't be the first 12 console ship
I assume it will only have 4 science slots and 5 tacs, having 5 of both would be dumb considering all the other benefits it has.
3 Days of patch and fix, 3 hours every maintenance, and the players as i see, do not get anything, for being patience and do not search for another online game to play, and thats how you hope that we spend our money on the game, only by putting new thing to buy...

It's because of incompetence and no QA that we have these problems to begin with.

11 Console slots.
It used to have 5 tac, 2 eng, 3 sci before the patch. 10 slots.
