[BUG] - Kobali Crisis Act I Showstopper.

After playing 'all' three act one kobali missions 'twice' progress on the wrapper mission looks like this:

And since you cannot skip the 'new' wrapper missions I am at a slightly impasse here.

My own take of that issue: my alt who finished Kobali before the patch and skipped and got other delta quest, seems to be able to do further delta quests but can't get credit for the 4th quest on Act I Kobali wrapper by trying to replay (the 4th quest temple of my people IIRC is not credited, 3 quests are accepted in the wrapper itself) and ofc can't replay Act II and III at all. (Char isn't blocked, just Kobali replay is impossible/useless. I want to know if other chars are blocked/in which state they are in that regard)
Edit: Some more info regarding player who FINISHED Kobali before the patch but didn't hail Dragon's Deceit before the patch. Now that player is blocked in the same way repeats are blocked, it seems. Also other players are similarly blocked "in between" the acts, problems starting from Act I (unable to finish) and all what it blocks which wasn't hailed or skipped yet.

I don't know, but it may hugely affect AoY (single char Delta arc unlock and sometimes worse, Delta arc account unlock)

I would like to second these questions, why have these missions even been rebooted?, is this supposed to be some tie-in to new PvE cues?.
I do not understand why missions that were previously cleared by existing characters are now flagging as "hail" on the ground zone list, with the very same rewards that are at best good for ""replicator recycling".
Surely no one at Cryptic can seriously be considering this "new" season 13 content, no one is dense enough to buy such nonsense.
Also note that it turns out:
1. Dragon Deceit/advancing further is blocked too even for people who have done Kobali fully before if they didn't already skipped/do Dragon's Deceit and took/skipped (or are able to take) Alliances at least (unsure if they can do Dragon Deceit quest if just hailed, but advance still is blocked even in such case by Act III, which is blocked by Act I/II to begin with)
2. It's even worse: as a nice player Jforias found and reported, PATROLS on Delta, while their wrappers removed in session 13, are still needed for AoYs to complete Delta line! (I was lucky in this regard BTW)
Still, people can now advance in Kobali/Delta.
Take the missions from the wrapper, generally do NOT abandon wrappers or quest in a wrapper, (re)do each of those ONCE unless you "returned" the wrapper quest already, and better by order if possible (on other act it's your preference what to do but I'd still recommend that). If you are DONE with The Temple of My People and it is marked as V (done) in the wrapper, and you can't get DATA RECOVERY by any other means, then retake by the replay console may help those who played it before, Data Recovery is on Act II on console though (not by Act I like in the wrapper).
Once done all single wrapper's missions and the wrapper is listed as DONE, interact with J->Episodes->Delta and return it as needed, and immediately retake the next as applicable.
Act II to Act III has a minor mess as well but is solvable too.
If you are "lagging" much, better don't start In the Dragon's Teath (needed after The Temple of My People) - it needs hail Kim 1st, and it needs to be landed in instance and not in the limbo
P.S.
Those who did Kobali before and did/skip Dragon's Deceit to already hail Alliances, can go on without redoing Kobali even if they still can not do Act I/II/III wrappers or skip those. (They are able to replay missions though if they wish) However this would not help AoY to complete the line though, due to an issue reported by Jforias regarding removed patrol wrappers still needed for Delta line's completeness allegedly.
Those who didn't arrive and hailed/skipped Alliances before session 13, have to redo ALL Kobali's wrappers to advance. (Act II is needed for Dragon's Deceit, yes. And right after it comes Act III which is needed as well for advancing.)
If your AoY already did *all* OLD Delta quests beside Kobali, then he can redo Kobali by the wrappers and then claim Delta arc'c completion. (I had one such a char and it worked.)
Also, if your AoY did Kobali before (or moved on that part and also) did/skipped and accepted all delta line up to Alliance AND also "Better with friends" and "Taking care of your Enemies" (2 removed patrol quests after Kobali line. There are more patrols before this), that AoY can have those in "J->In Progress" and can still do the MANY patrols by those 2 removed wrappers (mark the wrapper in advance as primary, go to gold circles in delta and - Start: Patrol) if not done yet, REdo Kobali by wrappers, and then finish the rest of the Delta line and claim successfully allegedly. (I had such a char and successfully claimed the reward, but unsure about other wrappers before it. Your mileage may vary and if you don't have the wrappers "In Progress" I can't help here and you probably need to wait for a bug fix.)
